With 4 billion over- appropriated by the House compared to available Revenue presented in the Comptroller’s Biennial Revenue Estimate. This Subcommittee had its work cut out for it. It is fair to say that this mark-up is a work in progress. All items have been addressed though revisions are common after decisions have been made. The openness of the Appropriations Committee is a refreshing change from the totally secretive actions of the Senate Finance Committee. Over several days, The House Committee on Appropriations, Article II Subcommittee met to consider recommendations for the agencies under Article II.
