This posting describes the major provisions of the Better Care Reconciliation Act of 2017 (H.R. 1628) and its effect on Texas, should it pass. Despite widespread opposition to the bill and Republican leadership’s decision to delay the vote in recent days, this analysis is important given the fact that many of the provisions in the bill continue to resurface in proposed replacement legislation and will likely continue to do so until there is a viable replacement or Affordable Care Act (ACA) repair effort.
